The link below lists the requirements for a CDL license in Illinois.
From the looks of things, you do not need a CDL or a passenger endorsement to drive a Limousine.
You may want to contact the Illinois department of licensing and ask them directly. There might be something not listed in the website below.

Hi been a Real Estate Agent for the last 15 years, and worked in Construction for 15 years before that.
Have a CDL (commercial driver license) for 1 year.
Since Real Estate is DEAD ,I really need to change.. I’m not ready to go driving a truck throughout the Country.
