So How Bad Is This Resume Cover Letter?

I just applied for a road commission position that has opened up in my county and now I’m nervously playing the waiting game. Usually I stick strictly to the guidelines of a formal cover letter and don’t steer far off course. I haven’t had a lot of luck with that in the past three years since I’m still stuck at the same dead end trucking job. This time I tried a more personal approach to my cover letter. My question to you is, how bad IS this cover letter actually going to be? I know they just opened up my cover letter/resume/application package that I put together for them this morning and I’m really nervous. I fear I may have gone too personal and not enough professional. Here’s the cover letter:
Dear XXXXXXX County Road Commission,
It is a well known fact that the level of satisfaction in one’s career will have a direct effect on their performance results at work. For this reason, it is my belief that working for a road commission is my career destiny.
Before even beginning a career as a professional driver, it had been a long time desire of mine to become an employee of a road commission. One of my closest friends has been working at the XXXXXXXX County Road Commission now for over seven years. He often talks of grating the road, plowing snow and the days that he used to spend cutting down and trimming trees. As he describes to me the work that he has done, I always become envious of his daily routine and start to think about how much I would absolutely enjoy going to work if this job description fit it’s way into my life.
Ever since age six when I received my first Power Wheel, a small battery powered buggy, I have loved driving anything that I could squeeze myself into. The bigger the vehicle and more challenging to drive, the better. When another friend started describing to me his job as a truck driver, it only made sense that driving would be the correct career choice for me. Within a week, I was off to truck driving school.
Since then, I have spent two years and nine months nearly nonstop inside of a semi truck, driving almost 300,000 miles. I have earned a six month safe driving award from Werner Enterprises and a one year safe driving award from JB Hunt Transport. I have given the last two years and two months of my employment to JB Hunt Transport and am currently one of the top drivers on my dispatcher’s board.
I am a young man with an entire career left ahead of him to provide you. Though I was not able to make it into your office on a Monday thru Thursday, due to the fact that I am only home on Friday and Saturday, I’m asking for your consideration as a valuable member of your team. I promise you that you will not regret contacting me for an interview.
