Do You Need A Cdl License?
If a non-profit organization buys a used school bus to use? Is it under CDL rules since it really isn’t now being used as a “commercial” vehicle?

In CALIF, a school bus, or any bus, requires a chauffeur’s license even if the bus is empty or operated by a church. The driver could be on his way to pick kids up from school or on his way to take a bunch of seniors to a picnic.

I think that if it has air brakes then you need a CDL, but if not there still is the issue that you will need a chauffeurs license.
good luck
