You must have your CDL before you can apply for any endorsements.
You wouldnt need a HAZMAT endorsement if you are not allowed to operate a Commercial Vehicle.

I know here, you can take the hazmat test when you take the written test for your license (and most have to take the hazmat more than one time to pass it). You can take all the test for all endorsements at the same time, before the road test. Also here you do not get a permit, as long as you have your medical card and your regular drivers license is in good standing, and stay within state lines and are with another cdl driver, you can drive till you take the test. I looked at the hazmat portion of the NY book and it says nothing about having your license first that I can find. After you take the test and pass it, you will have to undergo a federal and state background check, and you would need that to be done before you get the endorsement added to your license, so it would not make much sense to get the license first if you are going to have to turn around and get another once you pass the background check.
