    Typically it depends on the amount of passengers to be in the vehicle and the gross weight of the vehicle. Most states you do not need one if the vehicle is less than 26,000 lbs and less than 15 passengers. But check your local laws.

    If it is designed (originally built) to transport more than 16 passengers including the driver, then you will need a CDL with a P endorsement.
    If it is designed to carry 16 or less, then you do not need a CDL.
